Could someone tell me why O'Malley gets to use the statehouse to stump for Clinton? I can't stand the fucker for how he's screwed Marylanders tax-wise, but is he really allowed to plug for her on state grounds?

There is nothing illegal about it, though one could contend use of the state's resources is illegal. It would be an interesting law suit.
