Should there be a rule against grabbing hair?

I saw someone grabbing Anothony Allen by the hair bring him down.I think there should be as rule against it. The same penalty result grabbing the facemask 15 yards.

Couldn't say it any better. Hard to punish an opposing player for a player's personal choice.
