UPDATED CAP STATUS:
With the RFA tenders now reported and the extra $1.6M thrown in, the Ravens should be $7.7M under as of today (assuming they tender all of their ERFA, which they usually do).

Ironic that today's cap figure = the franchise tag salary for RBs that Rice will earn in 2012.:alien:

If you are talking about the $1.6M, that is the amount the NFL redistributed to each team following the cap penalties incurred by the Redskins ($36M) and the Cowboys ($10M).

The incentive credit is a double edged sword. It's either a credit or debit.
Unearned 2011 LTBE (likely to be earned) incentives - which counted against the 2011 Cap - are credited to this year's Cap, while earned NLTBE (not likely to be earned) incentives - which didn't count against the 2001 Cap - are debited against this year's Cap.
Those usually aren't reported until after the beginning of the league year.

After the RFA tenders they are only about 1.5 million under. That includes the 2.7 tender to Wallace though. If Wallace stays they might need to restructure Harrison. If he leaves they won't really need to do anything.

I don't think he's going to leave.
New England would be the only team I see doing it and that's still a long shot.
Next year might be a vastly different story with both Sanders and Brown up as RFA's and Wallace up as a UFA.

Yeah the only way they could keep both is to sign them to long-term deals and take advantage of the cap going up in 2014 - ie. not have too much of a hit from either in 2013 but back-load the contracts. They will get a bit more room from Hampton (around $5 million) and Foote ($3 million-ish) whose contracts will run out.
A lot may depend on how Sanders looks this year (he also needs to be tendered next year). If he stays healthy and looks decent the Steelers could just opt to keep Wallace and Sanders, stick a 1st round tender on Brown and hope they collect that extra 1st rounder.

I had an easier time with Relativity Theory. Parity can be nice, but 25-30% player turnover every year just doesn't seem healthy in the long run.

They need to introduce a cap discount for keeping players you drafted. It sucks to draft well often only to see a guy leave the team right after you're done grooming him into a good player.
