Bengals have been doing quite a bit of going for it on 4th down this year from what I've seen of them.

Bad 3rd down play call. They wanted whoever was playing FB to catch the leak-out, but the Bengals saw it coming and blew it up. They nearly got Flacco killed.

Stupid 3rd down play call. Defense saw that naked TE screen coming a mile away, and Pitta had no blockers in front of him anyway.
Lots of bad, vanilla play calls, makes me think they didn't plan for this game at all, and their heads are also obviously not in it after that Rice penalty.
