Not sure what the cost would be, but there are going to be some decent FA options for safety...
Dashon Goldson, Jairus Byrd, and maybe Louis Delmas.

The Bills are probably going to make Jairus Byrd the highest paid safety in football. He's been a top 3 or top 5 safety in the league since his rookie year and he's only like 26.
Dashon Goldson... I'm not sure about. I personally don't think he's worth a top-tier contract, but some team is going to throw a good bit of money at him. I doubt the Ravens can keep up.
Louis Delmas is a good player, but he's even more of an injury risk than Kenny Phillips, and Phillips is the superior player. I'd be happy with either of those guys, though. Safety is IMO the Ravens' #1 offseason priority. Unless they re-sign Ed Reed, which I don't see happening, they literally don't have anybody with NFL experience at the position. That's not true for any of the other holes on the roster... even at OL and ILB, at least they have guys with NFL experience who could step in if all else fails.

Although Walsh's system of offense can compensate for lack of talent; however, defense is a different story. According to Walsh, talent on defense was essential and could not be compensated for. What did Walsh do in 1981? He acquired physical and talented players on defense.

I previously thought that the Ravens were pretty likely to go out and sign a FA defender this offseason... maybe not a big-contract type of signing, but somebody who could step in and immediately start. Kenny Phillips, Daryl Smith, and Terrence Knighton were all guys I had on a short list.
But now that it really looks clear how dire our cap situation is going to be... I doubt we go out and sign anybody from off the market unless Ozzie works some serious magic. Ellerbe and/or Kruger, maybe... but they might need to make some tough cuts to get even ONE of those guys under contract in addition to Flacco, and they might not even be able to get one of them much less both.
At this point, it looks likely to me that this team won't be signing anybody but veteran-minimum guys outside of our own guys, IF we can even do that. Realistically they're going to need not less than 2 or 3 rookies from their upcoming draft class to come in and immediately start. That's part of the reason why this draft class is one of the most important in Ravens' history... although thankfully we have more than enough picks to make a real impact.
