They all said the exact same thing last year about Brady Quinn. Who is going to draft him if the Ravens pass on him at 8? The Bills at 11? The Bears at 14 would likley take him. All teams are looking for a franchise QB of the future, but they all still have Boller, Grosman and Losman on the rosters as back up QBs. They have all proven to be sorry but servicable QBs, and have all earned second contracts, but have all been busts as a first round picks and franchise QBs.
The higer risk at certian positions usually costs the so called "best players" in the draft. Last year Clavin Johnson was far and away the most coveted prospect by most teams. It also was the fact that the Raiders held the pick, and market conditions dictated only giving a QB the money after the whole Moss and Jerry Porter fiasco, but like Reggie Bush the year before, it mostly came down to money and supply and demand.
The NFL really needs to fix the financial structure. There is more than enough money to go around, but how it is done now causes a whole lot more problems than a more fair, stable and structured system would. Free agency and a salary cap are opposite forces driving the market place insane. Free agent franchise type players entirely reset the market every off season, forcing teams to make draft decisions based as much on money as position need.
There has to be a better way, and I can think of one in a about 5 minutes so I know they could also. The CBA talk and details of the money may need more media scrutiny since it is really screwing with the parity and competitive balance, and the fairness and equity in the contracts of individual players, it wont take much time before it gets a lot worse.
